今、我々は重大な局面に立ち会っています。

ロシアによるウクライナ侵攻は世界に衝撃を与えました。

私は同じ時代を生きる人間は誰しも、この重大な人道危機に無関係ではいられないと思っています。
教科書から学ぶ歴史は既に起こってしまったことであり、影響を与えることはできません。

しかし、この重大な出来事は、今まさにこの地球上で同じ時間に起こっていることです。
平和を愛し、人権を大切にする人々が力を合わせて、この非人道的な暴力に立ち向かい、悲劇を終わらせなくてはならないと思っています。

各国は経済制裁に乗り出し、大企業もロシアでの活動を停止するなど、自分たちの持てる力を使ってウクライナ侵攻を終わらせようとしています。

私も何かしなければならないと思っているのですが、残念ながら私には大金もなければ、人々に役立つ事業も展開していない。政治的に発言力があるわけでもない。ただの小市民です。
改めて自分の無力さを痛感します。

しかし、私には規模は小さいですがこのウェブサイトがあることを思いだしました。そして何より、このウェブサイトを訪れる、英語が好きで芸術や文化を愛する皆さんがいます。

今回は、世界中の影響力のある人物たちの、英語によるウクライナ侵攻に抗議する声明を引用してみます。これにより、皆さんが英語でウクライナ侵攻を抗議する際の参考になればと思っています。

イギリス首相 ボリス・ジョンソンのスピーチ

イギリスの首相（Prime Minister）であるボリス・ジョンソン（Boris Johnson）の2月24日のスピーチをご紹介します。

2月24日はプーチンが「ウクライナ東部ドンバス地方の住民を保護するための軍事作戦」という名目でウクライナ侵攻を開始した日です。

ボリス・ジョンソンは説得力のある理由もなしに、民主主義国家であるウクライナに侵攻を開始したプーチンを批判します。
また、ロシアからのエネルギー依存を減らすなどのイギリスからの経済制裁を約束します。
さらにロシア国民に対して今回の侵攻への問いかけと、ウクライナ国民へのエールを贈ります。

Shortly after four o’clock this morning, I spoke to president Zelenskyy of Ukraine to offer the continued support of the UK.

今朝の4時過ぎに、イギリスの継続的な支援を提供することをウクライナのゼレンスキー大統領に対してお話しました。

アメリカ合衆国大統領　ジョー・バイデンのスピーチ

ロシア軍は3月31日にキエフ近郊のブチャから完全撤退しました。
そこに残されていたのは、ロシア軍によって虐殺されたと見られる多数の住民の死体でした。

この悲劇に対して、4月7日にアメリカ合衆国大統領ジョー・バイデン（Joe Biden）がスピーチを行いました。

ジョー・バイデンはブチャの虐殺を非難し、アメリカがロシアに対して行っている経済制裁とその効果について話しました。
また、さらなる経済制裁として、ロシアにとって重要な銀行の資産凍結と、ロシアへの新規投資を禁止する大統領命令へのサインを行うことを宣言しました。

I have to briefly address the horrifying reports of the atrocities taking place in Ukraine.

ウクライナの土地で行われた残虐行為に関する恐ろしい報告に関して簡潔に演説しなければなりません。

And the steps the united states is taking to respond in close coordination with our allies and our partners.

また合衆国が我々の同盟国やパートナーと密接に連携して行っている処置についてもお話します。

And I’m sure you’ve seen the pictures from Bucha and just outside of Kyiv.

Bodies left in streets as Russian troops withdraw.

ロシア軍の退却後に死体は道に置き去りにされていました。

Some shot in the back of head with hands tied behind their backs.

手を後ろに縛られて頭の後ろから撃たれていました。

Civilians executed in cold blood.

市民は冷酷に処刑されました。

Bodies dumped into mass graves.

死体はまとめて1つの場所に投棄されていました。

A sense of brutality and humanity left for all the world to see unapologetically.

残忍さと人間性を世界中に悪びれずもせずに見せるために置き去りにされました。

There is nothing less happening than major war crimes.

主要な戦争犯罪はこれ以上起こり得ないでしょう。

Responsible nations have to come together to hold these perpetrators accountable.

分別のある国々は力を合わせて説明責任のある加害者たちを止めなければなりません。

And together with our allies and our partners, we’re going to keep raising the economic cost and ratchet up the pain for Putin and further cause economic isolation.

そして我々は同盟国やパートナーと協力して、経済費用を増やし続け、プーチンの痛みとさらなる経済的孤立を徐々に深めていきます。

Folks, the steps we’re already taken are predicted to shrink’s gross domestic product by double-digits this year alone.

Just in one year, our sanctions are likely to wipe out the last 15 years of Russia’s economic gains and because we’ve cut Russia off from important technologies like semiconductor and components of quantum technology they need to compete in the 21st century,

We are seeing Russian military operations inside the sovereign territory of Ukraine on a scale that Europe has not seen in decades.

我々はロシアの軍事作戦がウクライナの主権領土内において、ヨーロッパが数十年の間見ていない規模で行われているのを目撃しています。

Day after day, I have been clear that such unilateral measures conflict directly with The United Nations Charter.

日がたつにつれ、このような一方的な方法が国際連合憲章に対立していることを私は明確に感じるようになっています。

The Charter is clear, and I quote:

憲章ははっきりとしており、引用します。

“All members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.”

“すべての加盟国は、国際関係において、領土保全または国家の政治的独立に対する脅迫または武力の行使、あるいは国連の目的と矛盾するその他の方法を控えなければならない。”

The use of force by one country against another is the repudiation of the principles that every country has committed to uphold.

一国が他国に対して武力を行使することは、参加国がその原理の支持に専念してきたことに対する拒絶です。

This applies to the present military offensive.

これは現在の武力攻撃に対しても当てはまります。

It is wrong.

これは間違っています。

It is against the Charter.

これは憲章に違反しています。

It is unacceptable.

これは容認できるものではありません。

But it is not irreversible.

しかし、この侵攻は撤回できるものではありません。
（すでに起こったことは不可逆的で撤回できないという意味）

I repeat my appeal from last night to President Putin:

私は昨晩プーチン大統領に要請を繰り返しました。

Stop the military operation.

軍事作戦をやめなさい。

Bring the troops back to Russia.

ロシアに軍隊を戻しなさい。

We know the toll of war.

我々は戦争の犠牲を知っています。

With deaths rising, we are seeing images of fear, anguish and terror in every corner of Ukraine.

死者が増えるにつれ、我々はウクライナのあらゆる場所で恐れ、恐怖と苦悶などの光景を目にすることになります。

People – everyday innocent people – always pay the highest price.

That is why the United Nations is scaling up our humanitarian operations in and around Ukraine.

Today I am announcing that we will immediately allocate $20 million from The Central Emergency Response Fund to meet urgent needs.

We and our humanitarian partners are committed to staying and delivering, to support people in Ukraine in their time of need.

United Nations staff are working on both sides of the contact line, always guided by the humanitarian principles of neutrality, impartiality, humanity and independence.

We are providing lifesaving humanitarian relief to people in need, regardless of who or where they are.

In line with the Charter, it’s not too late to save this generation from the scourge of war.

憲章に沿って、この戦争の悲劇から今の世代を救うのは遅すぎることではありません。
